The Saskatchewan Tech Talent Pathway is for tech workers who have received employment offers in the high-skilled technology and innovation industry in Saskatchewan. Successful applicants are granted permanent resident status in Canada.
SINP Tech Talent’s Eligible Occupations
Eligible occupations under the tech talent stream include:
- NOC 0213- Computer and information systems managers.
- NOC 2133- Electrical and Electronics engineers.
- NOC 2147- Computer engineers (except software engineers and designers).
- NOC 2171- Information System analysts and consultants.
- NOC 2172- Database analysts and data administrators.
- NOC 2173- Software engineers and designers.
- NOC 2174- Computer programmers and interactive media developers.
- NOC 2175- Web designers and developers.
- NOC 2281- Computer network technicians.
- NOC 2282- User support technicians.
- NOC 2283- Information system testing technicians.
Eligibility Criteria: The Saskatchewan tech talent PNP is for people who meet the criteria of the category, and have an offer for a skilled job in the province.
Non-Express Entry Applicants
To meet the criteria, you must fulfill the following conditions;
- one year of high-skilled related work experience in the previous five years in an anticipated eligible occupation.
- meet the language criteria outlined in your job offer if currently employed by a company in Saskatchewan
- If not currently employed, you must have a Canadian Language Benchmark (CLB) 5 or above in English and/or French.
- You must qualify for a Saskatchewan license (if applicable to your occupation). For application under NOC 2147 – Computer Engineers, NOC 2173 – Software Engineers (but not Designers), and NOC 2133 – Electrical and Electronics Engineers, you must;
- Provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) confirming the approval of an application for registration as an Engineer-in-Training OR
- A letter from APEGS stating that Confirmatory Exams have been allocated to you.
- Have a post-secondary education relevant to the position you’ve been offered (Master’s or Bachelor’s degree; or a three-year degree from a university or college; or a two-year diploma from a university, college, trade or technical school, or other post-secondary institution).
- Attest to your desire to work in Saskatchewan and live there.
- Have a job offer in Saskatchewan’s technology or innovation sector that is permanent and full-time. To prove your eligibility, you’ll need a valid “SINP Job Approval Letter”. Employers must first register with the SINP in order to receive a Job Approval Letter. If you meet their hiring requirements, they will provide you a Job Approval Letter.
Express Entry Applicants
This stream may be open to those who have been accepted into the IRCC’s Express Entry pool. It is not compulsory though, that you be accepted into the IRCC’s Express Entry pool before you can apply through the tech talent pathway. Permanent residency applications for Express Entry applicants have been given priority processing by IRCC, with estimated processing timeframes of six months or fewer.
Requirements for those who wish to apply to the tech talent stream as IRCC Express Entry candidates include:
- Must not be a refugee claimant.
- Have an Express Entry Profile Number and Job Seeker Code that are both valid.
- A language test result that meets the Canada’s language standards for Express Entry.
- one year of high-skilled related work experience in the previous five years in an anticipated eligible occupation.
- You must qualify for a Saskatchewan license (if applicable to your occupation). For application under NOC 2147 – Computer Engineers, NOC 2173 – Software Engineers (but not Designers), and NOC 2133 – Electrical and Electronics Engineers, you must;

When submitting an application, it is important to note that program criteria are subject to change at any time, but applications are normally treated based on the information that was applicable when your application was received. Also, the SINP is limited by the federal government in the number of nominations it can make each year. Due to this, there is no certainty that an application will be nominated.
Documentation
It is compulsory that you correctly fill and submit all forms and documents required of you for the Saskatchewan Immigrant Nominee Program (SINP) when you’re submitting your application. Among other things, these documents provide information on; Your identity, Work experience, Academic credentials, and Language ability.
All documents to be submitted along with your application must be clearly made copies of the original. In other words, they must be easy-to-read copies of the original documents, be careful with uploading faded copies of your documents. If any document is not in English or French, you must submit the following:
- A clear copy of the original document,
- A clear copy of the English or French translation of the document, and
- A clear copy of an affidavit by the translator, which describes their translation ability.
For immigration purposes, Translators have some conditions to meet before their works are accepted. These conditions include:
- Certification by a regulatory body, as required by Immigration, Refugees and Citizenship Canada (IRCC).
- Must not be family member of the applicant.
- Must not be a spouse of the applicant.
- Must not be anyone who works for you or is preparing your application.
We recommend that you should ensure that your translations match all of the Canadian legal requirements when applying for permanent residency. Applications that are unclear, missing, or have not been translated into English or French may be returned and an application that has been returned cannot be reopened or reviewed again. If you decide to reapply, you are most likely to start from scratch.
Required Forms
Some of the forms to be filled and submitted with your application are:
- Generic Application Form for Canada (to be filled by the main applicant only).
- Additional Family Information Form (to be filled by both the applicant and the spouse).
- Schedule A – Background/Declaration (required for the main applicant and spouse).
- Additional Dependents/Declaration form (if you have more than five dependents or children).
- Statutory Declaration of Common-Law Union (if you have a common-law spouse).
- ,Use of a Representative (If you are using an Immigration Representative).
- Translator affidavit (Must be provided if you engaged a translator.
- Authority to Release Personal Information to a Designated Individual (If you appoint an individual to contact the SINP on your behalf).
Required Documents
Express Entry Profile Number & Job Seeker Validation Code (if you’re a candidate in the IRCC Express Entry pool)
If you’ve opted to apply to the Tech Talent Pathway as a candidate in the Immigration, Refugees and Citizenship Canada (IRCC) Express Entry pool, you must confirm this when you submit your application by including your Express Entry Profile Number and Job Seeker Validation Code. You must also notify the SINP office if you receive a new Express Entry Profile Number and Job Seeker Validation Code while your SINP application is being processed. Please note, to apply to the Tech Talent Pathway, you do not need to be in the Express Entry. Should you choose to apply to the Tech Talent Pathway as an Express Entry candidate, you must confirm that meeting the IRCC’s standards for your application to qualify for expedited processing. This confirmation may include a proof of funds to settle in Canada, if you apply for PR before obtaining a temporary work permit from IRCC.
Job Offer Approval
- You must include a letter of offer for a full-time, permanent job in one of the eligible occupations from a Saskatchewan employer. Eligible occupations include:
- NOC 0213- Computer and information systems managers.
- NOC 2133- Electrical and Electronics engineers.
- NOC 2147- Computer engineers (except software engineers and designers).
- NOC 2171- Information System analysts and consultants.
- NOC 2172- Database analysts and data administrators.
- NOC 2173- Software engineers and designers.
- NOC 2174- Computer programmers and interactive media developers.
- NOC 2175- Web designers and developers.
- NOC 2281- Computer network technicians.
- NOC 2282- User support technicians.
- NOC 2283- Information system testing technicians.
- You must have your job offer approved by the SINP before you can submit an application. This is done through the following steps
- To have the job you’re applying for assessed, your employer must register online.
- Your employer will receive a Job Approval Letter with your position, name, and NOC code once the job has been approved.
- Include a copy of the SINP Job Approval Letter with your Application
Language Requirements
To be eligible, you must show documentation of passing the Canadian Language Benchmark (CLB) 5. For this language requirement, you must:
- Have language test results from an approved testing agency.
- Have a minimum English and/or French language ability of Canadian Language Benchmark (CLB) 5.
- Have test results that were gotten within the last two years at the time of your application.
- Your language test results must match the language level you indicated in your Express Entry profile.
Approved Language Tests
English:
- International English Language Testing System (IELTS, GENERAL TRAINING).
- Canadian English Language Proficiency Index Program (CELPIP).
French
- Test d’evaluation de francais (TEF).
- Test de connaissance du français pour le Canada (TCF Canada).
You are not obliged to present the language test results if you are a native speaker from an English or French-speaking country where you are a citizen or permanent resident.
Education/Training Requirements
Proof of post-secondary education is a requirement. A Bachelor’s degree or Master’s; a 3-year degree from a university or college; or a 2-year diploma from a university, college, trade or technical school, or other post-secondary institution are all acceptable proofs of post-secondary education. Education documents include:
- Education or trade certificates, degrees or diplomas. Attach copies of your official transcripts. These should show institution(s) attended and courses taken.
- Professional designations, professional licenses, or professional association memberships.
Express Entry candidates applying to the Tech Talent Pathway must confirm that they meet the federal Express Entry education requirements for permanent residence such as having an “Educational Credential Assessment” (ECA)
Work Experience Requirements
Within the last five years, you must have at least one year of work experience in the same occupation as the job being offered to you. To prove your work experience for each job listed, you must provide letters of recommendation from previous employers. The letters of recommendation from a supervisor or Human Resources Officer, printed on company letterhead, must be included with the documents.
Each of the letters must show:
- job position and dates of employment.
- main duties.
- number of hours worked each week (if the position was part-time).
- contact details of your supervisor or manager.
Self-employed Applicants
If you’re self-employed and want to claim work experience, you’ll need the following paperwork for each job:
- Business License,
- Proof of income, and
- Reference Letters from clients.
Occupations Credentials
For application under NOC 2147 – Computer Engineers, NOC 2173 – Software Engineers (but not Designers), and NOC 2133 – Electrical and Electronics Engineers, you must;
- Provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) confirming the approval of an application for registration as an Engineer-in-Training. OR
- A letter from APEGS stating that Confirmatory Exams have been allocated to you.
Identity and Civil Status
For confirmation of your identity and civil status, you’d be required to provide the following documents:
- Birth Certificates:
- Applicant’s Birth Certificate that lists both parents.
- Birth certificate for your spouse or common-law partner.
- Birth certificate for every dependent child.
- If married or widowed, you must provide:
- A marriage certificate.
- A death certificate of your late spouse.
- If in a common-law relationship, you must provide:
- IMM 5409 Declaration of Common-Law Union.
- Evidence of at least one year of common-law relationship. This evidence may include;
- a bank statement showing a joint account;
- a copy of bills made to both of you7a copy of signed joint lease or mortgage;
- a copy of jointly-owned property, aside your residence; or
- a copy of life insurance naming the other partner as the beneficiary.
- If you or your spouse is divorced, you must provide:
- Documents for all divorces.
- Documents for Custody and Child Support (if applicable).
- Adoption papers for every dependent child that was adopted.
- If you have dependent children, you must provide:
- A letter from the other parent, in which they acknowledge that they know about your intention to immigrate to Canada (with or without the child/children), and that there are no custody or child support issues.
- Document of custody for the child/children and evidence that you are legally allowed to remove the child/children from your home country.
- If you have dependent children that are not traveling with you to Canada, you must provide:
- Each dependent child’s name, age and contact details (mailing address, email address, and phone number).
- The reason why each dependent child is not traveling with you, along with supporting documents.
Passport
You must have a passport that is valid during the process from application to permanent residency. Please include copies of pages in your passport that clearly show the; passport number, date of issue, expiry date, photo, name, and place of birth. The passports and relevant pages to provide include those of:
- The main applicant.
- The spouse or common-law partner.
- All dependent children traveling with you to Canada.
If you reside in a country that is not your nationality, you must include a copy of your visa for the country.
